Human talent management proposal to drive the institutional transformation of the Peruvian Army in 2025

Abstract

The purpose of this research was to analyze human resource management in the Peruvian Army and its alignment with the Institutional Transformation Plan (ITP), as well as to formulate strategies aimed at its optimization. The study was conducted using a qualitative, theoretical-empirical approach, employing the hermeneutic method and grounded theory. Semi-structured interviews, direct observation, and document analysis were used as techniques, applied to specialized and support personnel in human resource management. The findings revealed significant gaps between the established norms and the actual practices in the processes of attraction, organization, retention, development, and performance evaluation. Notable practices included assigning duties based on availability rather than competencies, territorial inequalities in access to training and benefits, and an evaluation system with limited feedback. The study concludes that human resource management maintains a predominantly administrative focus, hindering its alignment with the objectives of the ITP. Consequently, strategies are proposed that center on competency-based management, process standardization, and strengthening the strategic approach to human talent to promote greater institutional efficiency.
