Abstract

Peru experienced an early manufacturing revolution in the mid-19th century. This revolution was cut short by the consolidation of a growth strategy based on the export of raw materials, with virtually no presence of the national manufacturing sector. Even in the 21st century, the manufacturing sector has yet to achieve industrialization due to poor intersectoral collaboration, a legacy of primary exports functioning as an enclave, and an innovation management system that has failed to consolidate due to fragile institutions that perpetuate the sector's structural limitations. By analyzing two innovation surveys applied and validated for the manufacturing sector, using a qualitative descriptive systems analysis at four levels, combined with statistical analysis, we were able to debunk misconceptions about the sector's intersectoral and manufacturing dynamics. Both export and national manufacturing policies can be complementary. Education emerges as the factor that links the four levels and consolidates the foundation for a strategy that will enable the development of innovative management in the short term. The State fails to meet the needs of the productive sector due to its bureaucratic structure and personnel recruitment system, which is ill-equipped to engage in dialogue with the business sector, including universities. Our pseudo-democracy prevents the education sector from consolidating itself as a key pillar of the State's innovation system. The private sector, including the Church, has made progress in this area, and if we seek short-term changes, its strengthening within the sector is essential.

Author Biography

Jazmín Tavera Colonna, Universidad Nacional Mayor de San Marcos, Perú

She is an economist and research professor in the School of Economic Sciences at the National University of San Marcos (UNMSM). She has a strong academic background, including a Master’s degree in Economics from the Pontifical Catholic University of Peru (PUCP) and Master’s degrees in Science and Organizational Management from the Université Montesquieu Bordeaux IV (France). She is also a Ph.D. candidate in Global Economic Management at UNMSM and currently serves as Executive Director of the Study and Training Group (GEC).

Her scientific and academic work is grounded in a multidisciplinary approach, with a focus on research areas related to the management of technological innovation, environmental economics, public policies addressing climate change, and historical-social studies. In addition, she actively participates in various professional networks and institutions, serving as a member of the Global Water Partnership, the Lima College of Economists, the Lima Geographical Society, and the Permanent Seminar on Agricultural Research, thereby reinforcing her commitment to sustainable development and applied research.
